Exceptions
Transitional Housing
Rule: All Transitional Housing programs retain literal homelessness, and would be counted towards time homeless.
Exception 1.1: Transitional Housing programs should be responsible for finding permanent housing for their clients, therefore clients currently enrolled in TH are not added to the CWL
Exception 1.2: Transitional Housing programs funded with VA-GPD dollars are still eligible for the CWL
- St Vincent De Paul Vet LIFT Emergency Shelter
- Sponsors GPD Veterans Transitional Housing
- St Vincent De Paul Vet LIFT AVC-GPD Transitional Housing
Exception 2: Clients in the following programs are NOT considered literally homeless:
- Sponsors Men’s Program (considered housed in Residential program)
- Sponsors Women’s Program (considered housed in Residential program)
Why? The Sponsors Transitional Housing programs are not designated for homeless persons. They are designated for ex-offenders.
Naming confusion
- ShelterCare Medical Recuperation is considered an Emergency Shelter
- Shankle Safe Haven is considered PSH, not a HUD classified Safe Haven (homeless situation)
- Lauren Hill Medical Respite is considered a Hospital or other residential non-psychiatric medical facility (institutional setting)
